Abstract

|
The right to study is fundamental human rights.
Public education is depend on management of nation, therefore, the participation of a nation is being magnified.
The participation of a nation about education is achieved by a legal action.
Educational right is not only civil liberty but also equal right, but participation of a nation about education is not controlled by civil liberty or equal right.
The security of Educational opportunity emerges its practical significance from a right of claim.
Substantial equality of educational opportunity is fundamental subject in every society, therefore, lawmaking about education should pay attention to the idea of law.
Modern nation should make every effort to put in practice the equal educational opportunity.
The nearer way of security of equal educational opportunity is theoretical and practical lawmaking.
