An Analysis of the Development of Social Welfare Policy for the In-Home Aged in Korea

Abstract
Until 1960, the aged problem in Korea was not so serious because they were generally cared for within the family . But nowadays, according to the weakening of the function of family, the aged problem has emerged as social problem.
In the case of developed countries, a large part of welfare budget for the aged had been allocated to the facilities-accommodated old people, but, after recognizing the fact that these policies are not efficient and there are many problems in accommodation policies, they have changed their welfare policies from the facilities-accommodated to the protection within the community since 1970. The relation between facilities welfare and in-home welfare is not the problem of choosing one alternative from two, but the problem of coordination and it might be desirable to pursue two objectives simultaneously.
In this paper I have tried to find out the urgent issues on the aged in korea and tried to suggest some policies to prevent and improve the matters confronted in the Korean society these days.
The problem in taking care of the aged in Korea are : 1) shortage of capacity facilities, 2) insufficiency of government-provided subsidiaries, 3) difficulty of establishing hygienic facilities and shortage of physicians for the aged patients, 4) insufficient pay and numbers for the professionals engaged in working for the aged persons, etc. Furthermore problems also exist in the retirement system and pension system.
To deal with the above mentioned issues, the paper suggests as follows. 1) increasing the number of care facilities for the aged, especially required large scale facilities to meet the local need, 2) setting up as right pay-system, 3) increasing fund for the project in order to dealing with medicare and necessary facilities.
To solve the pension problems, the following alternatives are suggested. 1) first of all, the retirement age should be readjusted, 2) retirement funds should be accumulated within the organization systematically.
The issue of the aged is very complex, but to now the welfare policy has chiefly emphasized subsistence. Therefore, to prevent the problems of the aged from escalating, it is necessary to take positive steps to develop a multifaceted social welfare program that goes beyond mere subsistence.
