A study on the state of the Volume Based Fee System for Waste in Kwangju

Abstract
The Volume Based Fee System for wastes was introduced for reducing the volume of wastes and increasing activity of recycling. Since the system has been executed in 1995, polluters have paid a collection fee according to the volume of discharge. This study attemps to investigate state and problems of the Volume Based Fee System for wastes.
The methods of this study are questionnaire, previous data and existing statistic data.
The results and suggestions can be summarized as follows.
Many housewives use the size of 20§¤ garbage bag than other size¢¥s.
Since the system has been implemented, people said that the amount of discharge are decreased.
The majority housewives have done seperating collection for recycling.
But they have experienced the difficulty of seperating collection. Because they don¢¥t know right information about seperating collection. They complain that seperating collection is not done well and seperating things are mixed with ordinary disposal on reclaimed place.
More than 60% housewives feel so and so about disposal collection. And people who live in house have more complaints than people who live in apartment.
According to the statistic data, amount of discharge are decreased and recycling things are increased, since the Volume Based Fee System for wastes has executed.
In order that this system come to successfully stay, most important thing is that seperating collection for recycling must be done well. And the government should inform and educated to know the serious disposal problem.
The government induced people to do voluntary behavior.
