Abstract
Background: People with disabilities are considered a vulnerable group for developing disease. Even though regular health screening is crucial to prevent disease, their participation rate in health screening has been lower than that of the general population. On this account, a model of a medical delivery system for health care of people with disabilities was designed and a questionnaire survey was conducted with experts in order to identify health problems and to collect suggestions on the proposed model.

Methods: A questionnaire was completed by 12 disability experts. Questions across the following categories were asked: health problems and healthy lifestyle of people with disabilities and the proposed model of a medical delivery system for health care.

Results: The experts indicated health problems caused by primary disabilities as the main problems, and socioeconomic status and unhealthy lifestyle as the leading causes of health deterioration. The experts responded that public hospitals and community health centers would be desirable as designated hospitals and regional designated organizations in the model, respectively.

Conclusion: In the proposed model of a medical delivery system for health care of people with disabilities, the experts expected designated hospitals to provide health care services, based on their medical expertise, and regional designated organizations to manage a healthy lifestyle , based on their support of the local community. Promotion of the health care program in the local community could be one of main tasks in order to encourage people with disabilities to participate in health screening and to initiate the model successfully.
