The Challenges of Community Care in Korea, focused on the public health care services

Abstract
Successful settlement of community care in Korean society is an important task. Specially, it is necessary to successfully cope with the rapid aging phenomenon and extremely low birth rate, but it is also important for protecting and realizing the right to health as a human right. Community care has the meaning of innovation that completely changes the direction of the existing health care system. To achieve this, the Ministry of Health and Welfare has created guidelines and pilot projects have been started. It is still weak, but strategies, visions and detailed tactics should be well prepared for future implementation. For this purpose, it is essential that the philosophy of community care, the strategy for business execution, and the policy environment are well designed. In the community care philosophy, the concept of health care services centered on the activities of residents, not suppliers, should be established. Above all, it is not a concept of providing proper treatment in a medical institution that comes to you because you feel unhealthy, but a service that helps people who feel healthy and realize the neglect of health care and improve their health care ability. Therefore, it must be fundamentally different from the service point of view. The concept of care coordination is very important in the service delivery system. Community care should be implemented at the school and work level as well as in the region and should be carried out by life cycle. This is a universal service, but proportional universalism must be implemented that simultaneously performs selective access to vulnerable groups of health care. In addition, a policy environment system for community care should be well established. Specially, policy design for the leading role of local government is essential, and the financial investment strategy must be linked to local government planning. Human resource development and management strategies should also be considered. Lastly, for successful policy of community care, the process of actively discussing community care needs and making them into policies needs to be widely developed. In particular, the need for decentralization in the health care sector and the need for balanced national development in the health care sector should be established and spread.
