Preference for citizens¡¯ establishing a public general hospital in Ulsan

Abstract
Objective: According to 2017 data, the proportion of public medical institutions in Ulsan was the lowest except for the Sejong. In 2002, the People's Solidarity for Participatory Democracy in Ulsan tried several times to build a public general hospital in Ulsan, but it was repeatedly thwarted. In this survey, we tried to find out the types of public general hospital that Ulsan citizens prefer.

Methods: A face-to-face survey was conducted on 600 men and women aged 20 and over who live in Ulsan. In this study, we investigated the preferred areas for the establishment of public general hospital, the reasons for the absence of public general hospitals in Ulsan, the social role of public general hospital, considerations for the establishment of public general hospital, the scale and role of public general hospital, and consideration in selecting the location of public general hospital.

Results: A total of 98.6% of the survey participants answered the public general hospitals were necessary. The top reason for absence a public hospital in Ulsan was 'activity and incompetence of mayor and political circles (37.2%)'. Most important social role of public general hospitals was 'the survey of diseases and the establishment of local health policies (34.8%)'. 'Financial security (51.3%)' was most important for establishing a public general hospital. Participants answered that they needed a 'university hospital' scale public general hospital (70.2%). The most important consideration when selecting the location of the public general hospital was in areas with good access to transportation (61.3%).

Conclusions: The survey showed that most Ulsan citizens wanted a public general hospital. It confirmed that public general hospitals are desired to perform various tasks while providing high quality of medical care rather than special types of hospitals.
