Analysis on the Blind Zones of Elderly Welfare Services: Focusing on Social Participation Services

Abstract

|
The purpose of this study is to suggest policy implications of elderly social participation services by categorizing the blind zone of elderly social participation services and by analyzing the determinants of service blind zone. There has been plenty of previous researches on policy blind zones, however most of them focused on social security blind zones. However this study starts from the fact that analytical framework for service policy blind zones should be different from that of social security policies. Thus this study suggests the analytical framework of elderly social participation service blind zones by categorizing the blind zones into ``unaware blind zone`` ``accessibility blind zone`` and ``unsatisfactory blind zone``. Afterwards, multinomial logistic regression was employed to analyze the determinants of each types of blind zones. A telephone survey with 1,500 sample size was conducted to gather adequate dataset for analysis. The findings are as follows. Due to the fact that most of the current services for the elderly are focused on the disadvantaged group, low income and low educated elderly people tend to belong to the unsatisfactory blind zone because higher percentage of people belonging to that group have experienced elderly welfare services. On the other hand high income and well educated elderly showed higher possibility of belonging to the unaware blind zone or the accessibility blind zone since few people have had the chance to experience welfare services. Based on such findings, this study suggest that future social participation services should be more diversified to fit the needs of the wider elderly population.
