A Study on Public Attitudes to Financing Scheme in the Health Care Sector

Abstract

|
National health expenditure in Korea is increasing very rapidly.Accordingly, it is very important to raise additional funding as a national issue.However, it is not easy to achieve social consensus about the way to raise new financial resources.
In order to lead a social consensus, it is necessary to understand their values and characteristics in different positions. In this study, I analyzed characteristic of their stance on the various financing methods, and suggested implications for social consensus in the healthcare sector funding. In this study, I consider factors such as social class recognition and views of health care resource allocation priorities, and explain the difference between the preferred financing options. 1,500
responses results in the 2014 National Health Insurance Satisfaction Survey (conducted by the National Health Insurance Service) was used for analysis. I analyzed the basic characteristics and trends through cross-table analysis of the
key variables, and through a multinomial logistic regression analysis identified the determinants of each financing options. According to the analysis, financing measures to respondents favored were depending on views of medical resource
allocation point, income level, recognition of social strata. The upper class and the lower class were favored new tax and social insurance premium compared to the middle classes. These results are expected to derive a social consensus will
contribute to set up the financing scheme for health care sector.
