The legal and administrative foundation of youth policy¡¯s impact on the quality of life of youth - Result of World Values Survey -

Abstract

|
This study examined the impact of establishing independent legal and administrative departments concerning youth policy initiatives on the quality of youth¡¯s lives. When measuring policy performance, we divided the quality of life into three areas: economy (material deprivation), education and employment (NEET status), and happiness. The analysis utilized data from the World Values Survey and focused on 51 countries providing information on the enactment of youth laws and the establishment of youth policy systems.
Based on HLM(Hierarchical Linear Modeling), the youth in countries with youth laws experienced lower levels of material deprivation, and greater happiness compared to youth in countries without such laws. Examining the outcomes of various forms of youth policy initiatives, it was observed that youth residing in countries where the term ¡°youth¡± is included in the names of government ministries did not statistically show more significant positive effects.
Based on these research findings, this study proposes policy implications.
