How to conceptualize and measure disability in the employment policy - The Comparison Of Common Approaches And The Application of ICF

Abstract
Disability is a characteristic of an individual. but, different from age or gender, it should be understood in the social context. Therefore, disability is not a static concept but dynamic one, and how to measure disability in a certain point is the crucial factor in a related policy and research outcome.
The objective of this paper is to propose a usefulNESS of ICF AS a framework of defining and measuring disability in the employment policy analysis. To achieve the research goal, first, I will review the related literatures to summarize and compare approaches to define and measure disability. And as an alternative, I will propose a research framework for employment-related analysis of people with disabilities based on International Classification of Functioning, Disability and Health(ICF) of World Health Organization.
To suggest usefulness, I will review two articles in which ICF is theoretically used in measuring disability.
