The Analysis of the Vocational Rehabilitation Policy for Persons with Severe Disabilities in Japan

Abstract
The Purpose of this study is to analyze vocational rehabilitation policy of Korea by comparing Japanese policy to resolution of Korean policy. Two countries share similar culture as well as disability related legal policy and the system. Both countries basically practice disability types and disability ratings system in service deliveries.
This literature research focused on the philosophy of the vocational rehabilitation policy of Japan for the severely disabled. Mainly, its ideological change, details of the support of the vocational rehabilitation policy for the severely disabled, the delivery system for the
vocational rehabilitation policy for the severely disabled, and the human resources supporting the system.
The research results discovered the following. The vocational rehabilitation policy of Japan for the severely disabled has advanced under the influence of international organizations involving the UN and ILO. The basis of vocational rehabilitation was influenced by normalization paradigm. Therefore, vocational rehabilitation services in Japan is practiced in community based services.
The difference from Korea may be summarized as follows. Vocational rehabilitation services is customized for persons with severe disabilities for better services deliveries. The services are planed in accordance with disability types and degrees, and vocational training is systemized according to their competence. Even further, the role, function, and coordination of vocational rehabilitation centers have been promoted to support persons with severe disabilities. In addition, to increase the employment rate and vitalize the employment services, rehabilitation specialist support and provide instruction to companies hiring persons with disabilities. Recently, to overcome the shortcomings of disability rating system Japan has been utilizing individualized assessment criteria to better support necessary services.
To enumerate the merit of Japanese system, it is necessity to consider the different disability types and functional limitation to support vocational rehabilitation delivery system in Korea. The consideration of supporting system for companies hiring persons with disabilities should reviewed and remedy of any shortcoming.
