Exclusion Criteria of Preferential Purchasing Policies: A Preliminary Study

Abstract
The purpose of this study was to explore experts" opinions for the preferential purchase of products manufactured by people with severe disabilities. Using the Delphi technique, researchers developed a semi-structured questionnaire and 14 experts participated in this study to provide opinions about applying the exclusion criteria for preferential purchasing policies. This study found the importance of the exclusion criteria policies. First, 14 study participants would like to apply the exclusion criteria policies. Second, they provided two common suggestions for the exclusion criteria policies: (1) One group of items requested from public agencies would be excluded in the preferential purchase system; (2) The system would be operated without any exception. Although two suggestions were generated, they argued that the exclusion criteria policies would be enforced only for a limited time with strong restrictions. Also, the government would provide financial supports and any resources in order to discover a new target market for selling the preferential purchase of products and increasing a number of products. The findings from this study can inform the development of preferential purchasing policies in S. Korea.
