A Study on Development of People with Disability Employment Equality Indicator

Abstract
The purpose of the research is to develop an indicator that measures the level of employment equality of workers with disability in work place. The Delphi method was applied in order to select an indicator that can measure the employment equality level. In addition, the AHP method was conducted to determine the weight of the relative importance and then develop an indicator that measures the employment equality of the people with disability. The results of the research are summarized as follows. First, the research produced 6 top indicators and 20 sub indicators that can measure the employment equality level of the workers with disability. The top indicators are composed of 'labor participation, employment stabilization, labor reward, labor status, employment environment, disability sensitiveness.' The sub indicators are composed as follows. The labor participation has 4 sub indicators which are 1) people with disability employment rate, 2) recruitment method, 3) legitimate accommodation during the recruitment process, and 4) working hours. The 3 sub indicators of the employment stabilization are 1) type of employment, 2) job turn over rate, and the 3) job dismissal rate. The 3 sub indicators of the labor reward are 1) wage level, 2) insurance application rate, and 3) welfare benefits. The 3 sub indicators of the labor status are 1) manager and professional job rates, 2) simple labor rate, and 3) duration time for promotion. The 4 sub indicators of the employment environment are 1) convenient facility installation rate, 2) education participation, 3) justifiable convenience offering, and 4) labor union participation. The 3 sub indicators of the disability sensitiveness are 1) implementation of education to improve the awareness of disability 2) recognition of the disability discrimination act, and 3) separation of the employment type and work place.
