A Study on the Employment and Vocational Rehabilitation of People with Severe Disabilities in the COVID-19 Situation: Focused on the Role of Disabled Product Sales Facilities

Abstract
This paper aims to present a policy alternative to handicapped production facilities that suffer from Covid-19 from the perspective of disabled production facilities. The government-backed support system for disabled products includes a priority purchase system for products for the severely disabled, facilities for income support include vocational rehabilitation facilities for the disabled and sales facilities for products for the disabled. Foreign economic support policies for the disabled include the AbilityOne Program in the United States, the Japanese preferential purchase system, Samhall in Sweden, Remploy in the United Kingdom, Goodwill in the United States, and the ONSE Foundation in Spain. In the case of foreign countries, the economic support system for the self-reliance of the disabled is changing as they continue to respond to social development and the environment. First, it is necessary to unify the entire facilities for sale of disabled products. Second, the Ministry of Health and Welfare needs to newly form a nationwide management support center separately from the sales facilities of disabled products. Third, if the second function can be configured, the facilities selling products for the disabled need to be converted into a distribution system. Fourth, in the current situation of facilities selling products for the disabled, the expansion of support through differentiation of vocational rehabilitation facilities is required for the diversity of production.
