Reorganization plan of the linked employment system: focusing on expert interviews

Abstract
This study aims to prepare a plan to expand employment for the people with significant disabilities by improving the linked employment system through Focus Group interviews with stakeholder using Linked Employment System(LES) in standard workplaces for the people with disabilities, vocational rehabilitation facilities for the people with disabilities, and staffs in charge of LES and quota-levy system. As a result of analyzing the contents of FGIs, it was composed of 3 categories and 13 subcategories. First of all, the effect of job creation and wage increase was found to be insignificant in the impact of LES, and it was found that there was an effect in relation to the reduction of contributions. Second, There were many barriers with the use of LES : the lack of information about LES, difficulties to meet the basic requirements for using LES, restrictions on contracted items, difficulties in contracting, and continuous decreasing rate of reducing levies in terms of companies paying levies. Third, it was investigated that the research participants needed to expand the contract recognition standard, ease the standard for direct production items, improve contract administration, and improve the calculation of tax reduction and exemption in relation to the improvement plan for linked employment to expand the employment of the disabled. Based on these research results, a policy plan was suggested.
