Principles and a Model for Good Regulation of Electronic Cigarettes

Abstract

Since 2005, the global markets and users of electronic cigarettes have been explosively increased worldwide, however, it can be said that electronic cigarettes are almost unregulated, comparing to regulating the traditional cigarettes. Even though some of scientists argue that the risk of electronic cigarettes is much lower than that of traditional cigarettes, it is too early to finally conclude that electronic cigarettes are completely safe, because there is lack of current scientific evidences on their safety, in particular, on their long-term effects among the population. Considering this sort of uncertainty, it seems necessary that electronic cigarettes are regulated in some relevant ways, for further improving their quality as a product, and realizing their potentials more fully in the future. At present, regulations on electronic cigarettes vary from countries to countries. Some of them do not regulate at all, others regulate partially, and another applies their established ruls and regulations to regulating electronic cigarettes. This paper reviews published articles, papers and reports which are related to basic principles and issues for the regulation of electronic cigarettes. Based on this reviewing, it proposes a good model for the regulation of electronic cigarettes.
