The current policy of health insurance coverage expansion is being completed. The previous policy has been expanded the coverage for four major conditions (cancers, cardiovascular, cerebrovascular, and rare diseases), the current policy is towards covering almost the previous non-covered medical services. The policy of health insurance coverage expansion is well promoted, but problems of the medical delivery system and the lack of medical personnel of avoidance department has not been resolved. Therefore, the next healthcare policy should focus on establishing a medical delivery system with providing medical personnel. To this end, the Resource-Based Relative Value Scale is needed for suitable each type of the hospital. The expanding coverage of the caregiver cost, chronic hospital, and nursing home is needed for an aged society. In order to restore trust in medical personnel, it is necessary to properly re-design the health insurance fee schedule and hospitals should take out medical professional liability insurance. In addition, it is necessary to define and manage health promotion areas using advancing medical technology.
